Spirit Shackles have a chance to drop after completing a dynamic event in Rumalos. To unlock the event, all 40 Gilead runes must first be gathered for the Journal.
To complete the event, sixty Chainwraith (level 55) enemies must be defeated. The Chainwraith spawn in three waves, each consisting of 20 enemies.
